i have a problem that i need to optimize the capacity using GA of wcdma network in term of pilot power level so when the cell is loaded the power of the pilot decrease and the traffic power increase so the net served users increase
i need to know how to measure the number of served users before and after the optimization relating to the power

First I suggest you do OFDMA that is used in 4G while WCDMA is the old 3G technology. Second I think you can simulate the system and find the S/N and power usage depending which power allocation system you are using. I have a few papers on CDMA (see research gate) that can give some hint but that is for voice and for WCDMA you need to add data Queues to simulation that is more complex.
