My research team completed extensive interviews/triads with participants on various topics. The quantitative survey is the next step in our process. From that survey we want to prioritize the variables we developed in the qualitative portion of the project as well as create predictions about segmentation of the population. As a part of the analysis plan we would like to complete some structure equation modeling. Which option would be best for our research objectives?

Until you and your team identify the specific research questions you'd like your model to help investigate (and elaborate on the quantification methods used for the individual variables involved and sampling methods applied), it's likely putting the cart before the horse to debate (at this moment) pls-sem vs. cb-sem (vs. possibly other methods altogether).
Once these are articulated, then look at the relative virtues (and shortcomings) for the respective frameworks and make an informed (and defensible) choice.

Before conducting the qualitative part of your study, I believe there must be some leading theories or models in your research design. CB-SEM helps in testing of theories. If nature of your research is exploratory then go for PLS-SEM. Where, CB-SEM helps in testing of theories.
It appears that you have adopted a mixed strategy in your study. Although the information you have provided is sketchy, your decision on which method of data analysis appears to lie between PLS and CB SEM.
