To my best of knowledge, you don't need a frequency range for open circuit potential measurement, but it's more applicable to EIS. In order to determine the range of frequency to detect on your system you need to understand the system itself, thereafter using a rule of thumb, you can perform a preliminary test on the whole range of frequency , usually within the range of 100000-0.01 Hz.
