No these journals are bogus, they just ask for publication fees. They have no peer reviewers and they suggest no feedback or corrections. look for journals who are indexed in reputable databases such as scopus.
It would be a good idea to search if the journal is included in Beall's list of Predatory Journals & Publishers. This archive is very comprehensive and frequently updated. Please check the link below.
