I think it would be helpful if you provided more insight into your situation: What data do you have access to? What institutions can you work with? What would you like to achieve broadly? Are you focused on technical (ie. Computer science) or social aspects (ie. Information Systems) of the topic?
my focus is on technical aspect and mostly i want to look on data related to diseases eg cancer, diabetes or any related although i have not decided on that. Also i do not have the data as yet but that probably my rough idea so i need assistance and guidance on that. @Michal Hron
Well, even if you want to focus on the technical aspect of the topic, if I were in your situation, I would first work on two things in parallel:
Decide on the Research Question (RQ)
Obtain data
It is a "chicken and egg" situation: whether to come up with the RQ first or get the data first. One will certainly influence the other. You can meaningfully answer only such questions that the dataset has an answer to, but the question should be meaningful even without the dataset. What I mean is that it is not ideal to figure out, what the dataset can show, and reverse engineer a RQ to prove that.
Alternative to the RQ, you may have a hypothesis. I was just talking about RQ for simplicity but the process would not change much. Hypothesis would maybe ask for a different methodology and statistical procedures but other than that it is the same.
