You can also use Mathworks MATLAB-Simulink. It can create autogenerated Structured Text Code. B&R (br-automation.com) has a plug in for Simulink as well as a PLC-Emulator/Simulator.

Hi, yes most of the vendors that support IEC 61131-3 standar should support ST on the simulator.

I would recomend you CODESYS, it is a free development plattform that has full suport to IEC 61131-3. It has a PC simulator and free visualization simulato also. You could even try your code on a Raspberry Pi in order to simulate it with the hardware.

I would download the Beckhoff TwinCAT 3 system.  It turns your PC into a PLC that you can use for experimentation.  The licensing is free for most functionality and it is the same system as what runs on their PLC and Embedded PC hardware.  I use it for my research.

I also recommend CODESYS.

I recommend you Step 7 from Siemens. It is the development tool for Simatic Controller. With it, you can program all de PLCs from Siemens and it provides you at the same time with an emulator for the real PLCs. You can also use several programming languages as SCL. If you want to simulate also the automation process you can use a kind of Virtual Machines that connect to the real PLC or also to the simulated PLC (see the attachment).

I recommend you Automation Studio from Bernecker&Rainer, which enables using ST language.
