As far as I know, no there isn't. I get asked this every few years so I suspect that someone has tried to compile one, but if they succeeded they did not publicize the results. Flowering and sometimes fruiting phenology is often recorded in local and regional floras, like the Flora of China, but this is usually based largely on herbarium specimens, which are not necessarily representative. Since herbarium specimens usually have open flowers, and rarely have ripe fruits, flowering information is more reliable than fruiting times.
I agree. I think it is difficult to compile a wide-scope plant phenological studies, but a local or specific areas or regions would give a more information. Unfortunately, very few to none publishes dedicated to this. In Europe, they have Phenological database and it is really relevant in many research. In the Philippines, there are some observations on the Phenology but same issue, many are never been published. I really hope that a report on this would be materialized. Thanks, Richard!
