There are of course technical solutions like referencing systems and commonality checkers, but these have to used in a context of policy that states both what the definitions of infractions are, and also the penalties. The issue is indeed an international one. Dag is correct - it is not just an issue in India. It remains a large problem in countries such as China as well. The 'knock-on' effects are widespread throughout the world - especially when international students/researchers travel to other countries and have come from a culture where plagiarism is viewed as 'normal/acceptable'.
It would be a huge task to 'ask' certain countries - such as India - to actively monitor, regulate and prevent plagiarism overnight. However, hopefully that will change over time. In the short-term, it's up to existing structures to police and prevent - such as leading publishing houses and their journals to ensure that submitted manuscripts all go through plagiarism screening.
