we are working on pvdf based polymer material. Without material characterization, is It possible to confirm the piezoelectric output by only looking at the outp voltage or current signals?? Because there are significant amounts of electrostatics signal coming from packaging material .

No[1], it is not that simple, since the piezoelectric output depends, mainly, on the percentage of the electro-active[2] phases[3] in (the pure and) your composite PVDF[4].

A simple voltage output test will not tell you much. You will not know d33, e33, beta and alpha phase ratio, You will get output from a poorly crystallized and poorly poled material, but you won't know much else. Measuring the surface area and the capacitance will give you e33, but you still won't know if d33 is 5pC/N or 30pC/N. You won't know if the material is over crystallized or insufficiently crystallized.
