My town in Massachusetts, USA currently has a Transfer Station where citizens throw away trash and deposit recyclables. We must buy an annual sticker, which costs over 200 dollars, to enter the facility. A local environmental group is looking into pushing for a pay-as-you-throw system, where citizens purchase bags at local stores, and use those for trash. We believe this will lower the costs dramatically, and lead to increased recycling rates.

Can anyone point me to studies done about pay-as-you-throw systems to provide supporting data about their success, or failure? Thank you.
