Infections have surged in the past few weeks - there are now 482 active cases in the state of Victoria.

You're welcome, Muhammed Ashraful Alam. I am so very disgusted by the desire of the public health community, as a whole, to ignore science in their demand that the lockdowns would be effective. There was no justification for such a claim. And now we're seeing the failure of these lockdowns in real time.
I still think that we could implement a voluntary social distancing system, if we can get proper random sampling for various infections, in each local population.
I think voluntary social distancing is more appropriate term and it does not against human right too. Unluckily, for the people of third world countries voluntary social distancing is not possible where practice of healthy behavior is not satisfactory and you can see the reality even in USA too. Yes, lockdown will be failed if we don't change our individual behavior. Again I do agree with you, we the public health specialists are totally failed to come to a conclusion and the role of WHO is still confusing. This issue must be, and only can be, solved with education. It cannot be solved with mandates.
