We would like to have 8/16 core processors (DELL). What could be the optimum space for the hard disk, memory requirement and graphics type for maximum efficiency. What else I should consider?

Software development for molecular simulations. Quantum chemical calculations/ simulations of solid/liquid matter/ computational fluid dynamics!!
If your can run your models on the GPU (but also otherwise) I highly recommend the current Mac Pro line. We bought four of them in January and they are blazingly fast, have two graphics cards as standard and you can load them up with RAM if you need it. Be aware that in some benchmark tests more CPU cores did not always produce better results, it really depends on what you are running and how well the load can be split into parallel threads. We tested the machines with some typical routines (with the help of a local Apple reseller) and in the end decided for the 6-core version but put 64GB RAM into each (12 core version was significantly slower). If you're bound to Windows consider alternatives like Fujitsu Celsius R940 or Lenovo Thinkstation P700 etc (very reliable, lots of space inside).
All in all there is too much out there and what's best for you really depends on what exactly you want to do with it (and how)...

However, I have found difficulty to find information about the cost and other formalities, since I am not expert in computer science. Could you please mention me the information you have regarding to build up a cluster computer?

But in your previous question I have found that you are working with molecular dynamics simulation, I my case I am also doing this by using LAMMPS. So could you please mention me is it ok for me if I use workstation? furthermore what will be the cost for workstation and for the cluster?
Yes Workstation would be fine. Please have a look at DELL website. They offer very good work stations.
