There is a difference between openness and transparency as a structural issue and a choice ; to not conceal information just to be more carreer-competitive or similar. I think we always should search first for open publishing possibilites, and that this should be forcefully supported by universities. Information or research results produced with public funding should reasonably always be open.
Active teaching and mentoring is something else, a service, an time-consuming activity in society. We all have to live from something, but if teaching is what we are paid for doing; we should of course do it. Then there is also a marginal for teaching, sharing, mentoring in one's free time. Some have the energy, ethics and motivation for that, other do not.
