No publication charge ISI or EI JOURNALS?
For me, as a young scientist, the great stress is the search of scientific journals, where NO publication fee. I think this problem is relevant not only for me. I ask for help from more experienced and knowledgeable colleagues.
Briefly, I study the mechanics of liquids and gases in hydraulic systems, the purification of liquids and gases from mechanical impurities.
Possible topics of the journals: Hydraulic Engineering, Mechanical Engineering, Filtration and Separation of liquids, Numerical simulation of movement liquids and gases, etc.

For no publication fees you should avoid open access journals. These are open access to readers, but most need to cover their fees by charging authors with a publication fee. Stick to traditional publishers such as Springer, Wiley, Elsevier, etc. Although it is not as clear cut these days as most of them have a mix of paid and free journals.
Some journals charge high fees with the warning that refunding is not possible even in the case of rejection. Assuming that the submission fees include the cost of the review process and publishing process, if the manuscript is rejected, why is the publishing fees not refunded? this is totally unfair!
