You have to go through the literature and find similar studies. A few questionnaires that have been used by prior scholars can be used to develop your questionnaire. Since your study is different from previous studies, you have to amend those questionnaires as per your study's objectives. When you amend the questionnaire, make sure to give the due acknowledgment for source studies. Then, you can do a pilot study to test the suitability of the questionnaire further.
