Please, have a look on our survey results and analysis presented in the paper "Again about the higher education and the labour market: empirical study on the employers' opinion in Bulgaria", 2014
I think the employers opinion are changing significantly about knowledge and skills of labor market entrants based on the supply and demand in the labor market. When the unemployment rate is high and you get hundreds of applications to every job advertisement, employers are picky and do not want to train entry level people, especially not in the areas where a university degree is required.
When the unemployment rate is low or people with the specific expertise are not available, suddenly employers are more open to start training programs for new employees or invest energy to coach them.
Supply and demand is the main factor, but the change in the education system to provide more internship opportunities is an important factor as well. Companies are more interested in internships as well since they want to be attractive for the potential employees.
This is, of course right, principally as far as the training programmes concerns but I am asking my Bulgarian colleagues to comment what kind of changes on their observations and surveys occured during the last 3 years, if any, in the employers' requirements and satisfaction with the knowledge and skills of the graduates who entry the labour market.
