I would like to ask about the mechanism of growth hormone, as it is known that it begins the peak of the secretion of the hormone at the age of 15-20 years, who is responsible for determining this mechanism?

it will not peak at this age. Its level will remain the same but sex steroid which peak at puberty will increase the responsiveness of target cells to the same level of GH and that will lead to the growth spurt
