From my personal point of view, if you concentrate to disaster emergency supply chain, I think the problem of stochastic inventory considering uncertain disaster condition by using Markov Chain, stochastic programming, and system simulation (Monte Carlo, Discrete Event, System Dynamics, and Agent Based). Or, you can try to focus on the routing problem such as travelling salesman, vehicle routing, transportation, transhipment, or inventory routing.
If you decide to focus on MSME, I think the best problem is how to formulate their decision-making given any powerful company that has to compete with them. However, you should familiarize yourself to a game theoretical formulation.
