In most cases people are not vulnerable to climate change, but to the impacts it is causing. Crucial is here the context, people's exposure, their capacities to cope with, adapt to and recover from impacts. Here livelihoods play a role and how they are effected by impacts (hazards, impacts on agriculture, fisheries, etc......)
How to measure exposure means to measure the impacts CC can be to have a medium term analysis on food production, or the numbers of tropical cycelone, or flooding. One could measure (what is done) average temperatures, or rainfall information, but these data just help to confirm that changes are happening, but one can learn little on the impacts on people.....
