Uzbekistan has no CSR policy yet, and I am doing research to identify primary government role (+1 secondary) when the first CSR policy will be implemented, as technically all government roles can be used, but as the policy will be just introducing important to take 1 step at a time, and choose the most important one for the beginning.
I will be evaluating these from three perspectives - government, business, and CSR consultants/academics. Experts will be chosen from the field that related to CSR.
I understand that MCDM should be used here as there are 5 potential government roles and and there is sub-criteria under each government role. So, any one can suggest some great method to do the analysis and how to gather the data - as AHP pairwise comparison is complex, any other new more reliable method we have to do proper analysis?
An efficient approach to implementing CSR in a country includes both the necessary national legislation and, in parallel, a meaningful implementation of CSR strategies in the private corporate sector. Today, national legislation is largely based on specifications that have been made by international organizations such as the UN, the OECD and the EU for some time, with the latter having published numerous publications on the subject since 2011 (e.g. https://eur-lex. europa.eu/legal-content/EN/TXT/?uri=CELEX:52011DC0681). However, the national guidelines should be supplemented by voluntary codes of the corporate sector so that the principles associated with CSR penetrate deeply into the awareness of stakeholders and shareholders. Because the corporate CSR strategy must not degenerate into a pure marketing tool, as has unfortunately happened in many well-known companies in the past (example: greenwashing). It is a nice effort to raise the question. As far as I know, in India, the pioneering effort was made by the TATA group, and therefore, I expect that first, any of the corporates in Uzbekistan lead the path, and then only government intervenes in it.
You would need a 2-stage model. First, to give weightage, then to give ranking or priorities. My concern is that experts from conflicting interest groups can not give subjective weightage for all criteria. You can collect data from the Delphi technique. Fuzzy AHP or Fuzzy ANP will be a starting point (considering uncertainty and relative weightage) then you can use the appropriate ranking techniques.
Thanks for the question. So far as I know, Infosys, an IT sector company in India has taken pioneering efforts in implementing CSR policy successfully in the interest of all types of stakeholders in India and abroad. So, MCDM may follow INFOSYS in the matter and then, the Government should intervene.
