For the RO permeate TDS level would be approximately around 1000 mg/L or so based on the in-fluent conditions. The recovery should be around 60% or more.
If the seawater TDS level is approx. 25000 mg/L then reject of RO will have TDS level of 33000 mg/L or so. with the above-mentioned efficiency. The reject can be further treated with the help of solar evaporation pond or forced evaporation mechanism such as Multiple effect evaporator (MEE), Agitated thin film dryer (ATFD) etc. It will also remove a certain level of COD indirectly (i.e. approx. 60%-80%) through the removal of biosolids.
Anyway, I personally do recommend to incorporate a coagoflocculation unit prior to RO treatment for the removal of TSS, if the same is quite high.
Also, include a disinfection unit such as UV if the treated effluent is meant for human consumption.
