A strong inclination to Law means a weak relationship to Innovation. Law inscribed on Information technology is innovation-restricting and innovation-destructing. What do you think?
Innovation processes are dynamics, ambiguous and non-linear considering the diverse and contradictory demands. There is a fight between certainty (control activities) and uncertainty (R&D). Also, maybe more important, there is battle between “the spirit of the law” and “the letter of the law” (bureaucracy).
Usually, the letter of the law increase the cost of transaction (Coarse, 1991) and it hinders quick responses in a competitive environment.
The paper “The Certainty of Uncertainty, Managing Dynamic, Ambiguous and Non-Linear Projects: The Brazilian Public Software Case” (International Association for Management of Technology Conference, IAMOT 2010, Cairo, Egypt), discusses these issues. In spite of the age of the paper, it is a current and challenging subject.
