The "Journal of Electrostatics" doesn't have any standard template for article submission. Rather, the journal has all the information about how a paper should be structured (e.g. section and subsection style, font size, title page, abstract, methodology, reference style, etc.). While preparing your article you just need to follow the instructions given by the journal. It is worth mentioning that you can use word processing software (MS Word) to write your article.
