The interesting this, if correct, how Scopus successfully listed this journal. This shows that the system has gaps and should be reviewed. What did Scopus mention about this problem?
The former location in Irvine is identified as a regular apartment and the current location:
67321, Mackay Street, Deerfield Beach, Kansas City, USA is no matter what you try non-existing.
So the journal might be reasonable (Scopus indexing is one of the indicators for quality) but the whole operation is too suspect. Additionally one can argue how big the chances are that someone will ever read your publication if it is so hidden behind a paywall.
So fake? Hard to say, the organization (or person) behind it is to say the least suspect. So better to look for an alternative.
this journal has some citescore ratings. But the editorial board members may be fake. Their speciality seems not related with journal topics based on google search.

Unfortunately there are some blacklisted, predatory and hijacked journals and publishers, and unfortunately they are still listed in Scopes. It is a big problem and needs to be revised.
