It seems like there is an over dosage of admixture.please conduct trials with different proportions of the admixture.Most of the times the ratio given by the manufacturer don't work because the cement you are using might be with different composition.Its better to do trials and find out the optimum dosage with optimum workability.

I think wrong admixture is used.

I became little hesitated about the admixture so to help through adding de-foamer but unfortunately, it didn't work. I think the fresh mortar I prepared resist too much against vibrating and unable to get the bubbles to the surface even with extending the intensity of vibrating.

I do not have any other options in case of admixtures and of course, this kind of Polycarboxylate SP is very popular in providing both good workability and strength!

what's your material proportion? You can change your SP dosage!

The uploaded picture is referred to mortar contained (PCE:cement: 0.9 : 450gr). You are suggesting lower content of admixture? Am I right?

Considering the cost of fabricating motor is low, you can try to use various content of admixture with less sand! Ensure the quality of raw materials and enough vibration, the problem is easy to be found!
