Isn't it sometimes biased to prefer students or researchers from top-ranked institutions such as IITs/ IISc or top 200 ranked institutions for Grants or Permanent positions even if there are people in their competition with superior research acumen demonstrated through their publications and quality of research?
What should be the actual criteria?

Of course, this is not fair until the government encounters the problem of unbalancing the country's spatial S&T space, with S&T personnel clustered in funded universities. Unbalancing the country's S&T space will lead to its uneven development.
