In methane, the octupole moment is equivalent to eight charges separated by a distance. However, the total dipole moment of methane is zero. The octupole moment is studied by theoreticians who are given money. I wouldn't give them money for this research. They've confused you. There are London dispersion forces between the methane surface and the carbon surface.
