If two polymorphisms are not in strong linkage disequilibrium, can I say that they show mild linkage disequilibrium. Their D' being around 0.5.

Why do you want o say that they are in LD. Better you say that there is is no significant LD (D'

Yes But some times people consider r2 valus rather than D' values. r2 values wil be usually low compared to D' values and it depends on the sample size
