Is this conference genuine or is it a form of a scam?
Do you know anything about these series of conferences:
2019 IEEE 15th International Conference on Intelligent Computer Communication and Processing (ICCP 2019)
Normally anything with IEEE is genuine conference.
Since IEEE explore has extremely bad search engine, I go around and search for the conference. I go with google scholar and find paper published in this conference on IEEE explorer. So, it is a genuine conference.

It seems to be a real conference, but it is nothing special. If you check the previous conferences on their homepage, it is a wandering conference inside Romania thus it is kinda a local East-European conference and at least don't expect high profile science there. If you just need a legit conference to travel and present your paper, go for it.
It's looks good. But if you have any confusion you can email IEEE for cleared. And they are so much responsive and will reply to you asap.
