I know the difference between a census and a sample survey, but the type of sampling plan we've done in a particular study went out to an entire population of employees within a particular business (N=7,500). Like a census, each member in the sampling frame received a survey invitation and reminders. However, in the end, the survey yielded about a 60% response rate (n=4,500). It is my understanding that in order to truly take a census, you must observe each and every member in the population (and/or enumerate so that all members are spoken for). Anything less than that is considered a sample, and therefore, has sampling error.

I have had a lot of discussion with colleagues on this topic, some stating this is a census, while other argue it is a sample. If it is indeed a sample, then the data would have sampling error like any other sample survey, right? Can anyone help clarify this for us, preferably by sharing some references on this particular type of survey (i.e. sending out to an entire population, but obtaining less than full participation)?
