What special conditions could responsible for the different movement in foF2 and TEC. The time delay during solar eclipse had been reported to be different, sometime foF2 delay time greater than that of TEC, while sometime is more reduce than TEC. What is the main causes of this?

The peak electron density is under the influence of production, loss, and especially transport in a close (maybe 50 km) height range.
TEC is dominated by the electron density profile above the peak. I would be more surprised if foF2 and TEC were moving exactly in tandem than if they vary with different speeds.
The answer is very simple. foF2 reflects the electron concentration at the peak height and follows the shadow movements near the peak height altitude. TEC is integral over the all bulk of ionosphere and plasmasphere. The shadow comes to the different altitudes in different times, and integral of all this will depend what layers contribute most. To get the exact answer you need to follow how moves the shadow with altitude.
