I understand that in general the longer the packet, the lower (expected) SNR, but the higher percentage of effective data communication (assuming the overhead is fixed). What I am looking for is a more mathematical expression.

The channel throughput or the maximum channel capacity can be expressed according to Shannon as:
C= B log2 (1 + Pr/N+I)
Pr is the received signal power and N is the noise of the receiver. I is the interference at the input of the receiver where S is measured.
The Pr can be expressed by the channel transport factor h and the transmit power S such that Pr=h S,
Substituting then one get
C= B log2 ( 1 + hS/(N+I)),
You can use the fading channel model you intend in the above expression and get C.
It may not the exact formula you need but it may led light on the solution which you seek.
