When I say "significant chemical reaction", I mean those chemical reactions that alter the load bearing capacity of a compacted layer.
Please assume that this layer is undergone 100 wetting and drying cycle in a year and so 4000 cycles in total. In addition, a part of this layer subjected to a dynamic loading, 20KN with a duration of 0.1 Second and resting period of 0.9 Second, 5000000 times a year.
Without knowing details of the material, this question cannot be answered except with "maybe". Does it contain any components that may react with water? Is the water (nearly) pure or does it contain e.g. acids?

Based upon a visit of mine dating several years back, I know that they had a climate chamber for testing the different types of natural and man-made materials used to build a road under different climatic regimes and physical conditions. Yes, there are some clay minerasl in the fine fraction of the soil and there may be the opportunity for Sand- and Silt-sized mineral to convert to clay (maybe the active one) or accessory minerals.
Also, the source of water is the rain, however , there may be some impurities in the water, because of CO2 in the air, moving water through the pores of adjacent soils and solve some substances, or even the proton emerge from the roots of trees and .... So, the water might be acidic or even extremely basic (pH=12.4) when we use some stabilizer like lime ar cement.
I know there are a lot of conditions that might happen in the field and it is not easy to discuss about all of them here. However, your guidance can open doors for me.

I'm not a chemist, but I can see you are looking at something close to a "real life" situation (a busy roadway in a moderately humid climate, I believe), and in that case, yes, you can expect chemical reactions to occur. Depending on the availability of reactants, some might even do so for much longer than a few years - think of the effects of precipitation on masonry. At any rate, you will have to look at the individual components and their reactions and reaction rates. It is well possible that the dynamical load opens extra pathways, perhaps in a cyclical manner, and thus contributes to a redistribution of the water.
