The reason why academic and research institutions are established is to support the ongoing development effort of the countries. However, in most developing countries, especially in less democratic countries the relationship is not as expected. why ?
The ideological factor is decisive; in the Soviet Union, Marxism-Leninism depressed such scientific fields as genetics and social science; the command economic approach required fewer applications of computer science. Academia is much more about hierarchy than about democracy, especially in the state-financed context. Democracy is mainly about decentral decision-making, starting at the community level; the enemy of democracy is centralized decision-making. If policy-making follows a dominant ideology (e.g. market fundamentalism), democratization is stagnating. I do not see a positive relationship between academic state officials, professional politicians and democratic decision-making.
There is certainly a certain level of correlation. However, even in non-democracies, the rulers look for approval and endorsement from the academia and try to woo them. If that doesn't, they may try to pack the place with their yes men.

Yes, certainly there is a relationship. Policy makers always try to stick with government and will be generally against the academic institutions in Democratic countries.
