are you trying to develop carbon footprints for your office building? As nowdays most of the institutes doing the same, ICRAF Nairobi also done similar excercise with the help of as mentioned softwares and these can be modified as per variables and information you wish to add.
I guess you do not need to estimate the energy needed for heat and air conditionning systems but only the electricity consumption from equipment, light bulbs, elevators, computers, etc.. For such estimation I do not think you need a specific software. You can start your estimation with an inventory of all source of energy consumption in the building (light, computer, elevator...). You can then estimate the energy used by each source.
Australia has a national energy efficiency scheme for office buildings that requires mandatory disclosure under federal government legislation. Search NABERS for details.
Since it seens that you are interested only in lighting and equipment loads, I guess developing a building specific excel tool would be a good option with schedules and power ratings of various fixtures and equipment.

This problem can be solved in two ways (your problem has two part: thermal load and electrical load)
1) Manual listing of all electrical energy consumption by all electrical equipment's. But this will be a huge exercise because equipment's (AC/ HVAC, Lighting, office electrical/electronic appliances) will be used for different duration over the year according to season (as in winter, spring, summer, autumn). For this calculation sheets are available. This approach will solve 50% of your problem because you are missing the overall thermal load estimation which is important for thermal comfort and HVAC sizing.
2) one other method is to use simulation tool which are readily available such as TRNSYS, Energy plus, IES Virtual Environment software, e-quest and so on(Use that simulation tool which is supported by your countries regulation on building energy efficiency). The advantage with the software's is that you can define electrical equipment's, and number of persons as internal gains with scheduling depending upon there use over a year. This will give you a thermal load for set temperature (thermal comfort boundary temperatures) that has to be met with HVAC. Here if you use to go for mixed use building i.e. part natural ventilation and part air conditioning, such type of studies can also be done which is not possible in procedure 1. For estimation of electrical load because of Lighting, office electrical/electronic appliances you have to use calculation sheets.
