I have used the Brian simulator a couple of times ( http://briansimulator.org/ ), it is python-based and there are numerous examples that you can copy and paste.
Very easy to put together various network architectures and explore the search space.
keras library works for both spyder and jupyter notebook.
pytorch and tensorflow for very deep layer network.
