Is there any fast publishing journal which is at least scopus indexed in the area of organizational psychology or innovation? My article is mainly based on managerial innovation. I am looking for journals which strictly adhere to time, timely reviewer reply and final decision at best within 3 to 6 months.
Sanjay, could you provide some more information here? How fast do you consider "fast publishing"?
Publication speed is a function of several things: The number of submissions the journal receives, the availability of peer-reviewers for the topic, and the quality of the submission are all factors. Generally, the higher quality journals receive more submissions, resulting in a higher rejection rate and an overall slower process as there is more to wade through.
Could you also expand on what you mean by "innovation"? Do you mean you are looking for a journal that publishes on the topic of employee innovative behaviors?

I have tried journal finders from elsevier and some other sites but essentially they are not helpful. I am looking if there is any scientific way or software for choosing a journal based on speed, quality and such other criteria
I just had a relatively good experience with the Journal for Interdisciplinary Economics. My text was written in early 2016, reviewed in May, accepted in August and published in January 2017. This is the fastest experience with a Scopus-Journal yet. I would not trust much journals that work much faster. In my experience, small to middle-scale journals usually work and publish faster - with bigger and more well-known ones I had to wait up to several years to get a feedback (if ever).

I feel 3-6 months are reasonable enough to review and accept or reject paper. But the speed of the review and final decision depend upon many factors such as quality of the paper, contribution to the existing knowledge, relevance of the topic, language, etc.
