Typically, only full articles present original research results and are thus most valued. All other article types have their own functions and roles in journals. If a paper does not meet the requirements of full article, the editor may suggest publishing it as a short communication papaer or alike. Hope this helps!
The main difference between a full article and a short communication is in the size of the paper. Usually, a full paper is around 4,000-5,000 words or more, depending on the journal's requirements, and the short communication is between 800 to 2,000 words. The short communication could carry original results the samel as the full size paper.
Normally full-papers are original researches carried out on complex topics which need detailed explanations given in the form of full study reports.
Short communications also report new data, but on topics already known or 'not so interesting' to merit a full paper. Considero que cuando hacemos referencia a Artículo Completo, efectivamente, nos referimos a una completa investigación rica por sus referencias y citas bibliográficas, resultados y metodología aplicada, a más de las consideraciones que entregue el editor de una revista para que ese escrito sea considerado de tal manera, sin tener que diferir del valor con la corta comunicación, la misma que en periodismo hace referencia más a un escrito condensado (Nota corta) pero con igual valor e importancia que el artículo completo, pues ambos deben ser veraces y transparentes.

In your question you are talking about "value". Now this is very interesting because we have many different ways to interpret "value". Do we refer to the authors prestige ? Do we refer to the paper prestige ? Do we refer to the advancement of science ?
I guess you were asking if a full paper vs a short communication can provide you with the same benefits .. such as impact factor or h-index ... The answer is YES . there are no differences between the two .. In terms of prestige .. a lengthly paper can offer you more .. since the community will have the chance to evaluate better the fruits of your research.
I advice my PhDs to start their authoring careers with short communications and as they build their skills to expand to broader manuscripts.
