I am unclear which risk you are concerned with. Risk to the fish, the operator, or someone consuming a fish caught this way? We have tagged and recaptured fish, even smaller fish, months later using electro-fishing, However, releasing a stunned fish will initially pose some increased predation risk. Also be aware that, when electrofishing with a boat, some predators may actually follow the boat to prey on stunned fish. In some cases predators stalking the boat can become a threat to the operator (e.g., large reptile predators). 

Electric fishing treatments using Pulsed Direct Current reduced the growth, food conversion, condition and survival of the fish to smaller degree.

Electro-fishing is a non selective fish catching method which target all aquatic organisms within the range of effect. Thus, it is considered as a very dangerous method because it can kill many aquatic organisms which are not eaten and this will disturb the community structure in the aquatic environment. The basic concept in fishing is that the higher selectivity of fishing gear is more beneficial than the lower one.
