No; the composition of the atmosphere is pretty consistent across the globe and oxygen is no more than about 21%; how you get from 21% to pure oxygen (other than in an oxygen tent) is beyond me. See https://climate.ncsu.edu/edu/Composition

Yeah, when I said pure oxygen, I was talking about 100% oxygen which was my interpretation of the initial inquiry; perhaps I interpreted it incorrectly. Sorry.
