In Brazil, most of the cities treats  "corridors"  in municipal master plan. There is still much discussions about the lack of assessment of environmental impacts (noise, increased pollution, traffic)  and depreciation of real estate around.

Some cities also draw up the Master Plan of Transportation as the city of São Paulo and other cities, discussing the concept of urban mobility and the expansion of urban transport.

But theme is much discussed recently to optimize the speed of bus and its connection in terminals with trains, metro and light rail, called "monotrilhos".

You might want to check out Metro and other metropolitan planning organizations in the US. Metro is the regional planning authority for Portland, OR, and the surrounding suburbs, and has planning authority for both land use and transportation. Planning efforts typically do account for both land use and transportation facilities so that they work together. If we are putting in a new light rail line in the region, then the land use regulations will be adjusted near the light rail stops to make the best use of those facilities, through higher density zoning and transit oriented development tax incentives. The Milwaukie Light Rail is under construction now and the Southwest Corridor is in the planning stages (http://www.oregonmetro.gov/public-projects/southwest-corridor-plan).

Many cities in the United States will incorporate overlay districts into an overall land use plan, with the overlay being corridor or neighborhood specific.

American Regional Planning Agencies ("RPA") and Metropolitan Planning Organizations ("MPO") usually work in concert when conducting studies and developing plans for major transportation capital investments.  As part of this process the forecasting of future transportation demands depends upon anticipated land use/development patterns that are incorporated in the forecasting process.  In the most effective and enlightened efforts, the future land use policies are often modified or adapted to conform to the transportation planning network proposals that are deemed most desirable for the future goals and objectives of the community; these policies and long range programs are then recommended to the public-policy-makers for adoption.  

Currently a number of major urban regions are in various phases of the process I summarized briefly above...their intermediate products and process descriptions can provide you with enormous insight as to how the process takes place.  Among those of particular interest include:

- New York City, NY  (Metropolitan Transportation Authority); 

- Metropolitan Atlanta, GA: (MARTA);

- Miami, FL  (Metro-Dade Transit Agency);

- Raleigh-Durham-Chapel Hill, NC  (Triangle Transit Light Rail study);

- Los Angeles, CA  (Metropolitan Los Angeles Transit System expansion);

- Washington, DC  (Washington Area Metropolitan Transportation Agency - Dulles Airport extension);

In additions, serious study is currently underway regarding the development on high-speed rail networks in Florida, California and Texas....all of these studies include major evaluations of future land use and environmental policies and impacts.  i encourage you to contact any of the agencies engaged in this research for information as to the manner in which regional land use policies are incorporated in the development of future transportation system development.  

**  Note: the State of Florida has an organization of Metropolitan Planning Organizations (The Florida Metropolitan Planning Organization Advisory Council) that is specifically dedicated to the successful integrated cooperation of land use and transportation policies.   I recommend you contact them to learn how the incorporate land use issues within their transportation planning and policy-development processes.
