I am not aware of such a Journal, but completely agree there should be a journal like this. Actually it would be an invaluable resource to many people. I think the scope of such a journal can expand outside of purely synthesis also.

Submissions should have a negative focus, which means the output of research yielded in negative results are being given more preference. All theoretical and methodological perspectives are welcomed.

I am not aware of such a Journals, etc, but completely agreed there should be a journal/ data source like this. This will minimize the time, in case of chemicals, definitely avoid the pollution, etc.
