There's no "one" formula to collect and count data for altmetrics. Each major altmetrics aggregator (my company, Impactstory.org; PlumX; and Altmetric.com) use different data sources when generating an altmetrics report.
Altmetric.com does uses a weighted calculation to generate a single score that attempts to quantify type and amount of attention. It's useful to get a vague sense of attention an article's received, but single score indicators are often mistrusted in science (cf. the journal impact factor, the h-index, etc).
So, do with all that information what you will! :)
