There are many agencies in developing countries support /research projects for high quality research work.Like CSIR,DBT,DST ,ICMR and UGC in India
I think Mr. Pratap somehow overlooked the question asked by Mr. Mohan. The question was funding opportunities from developed countries to the developing countries. Almost every one working in Indian research and science are aware of the Indian funding agencies like CSIR, DBT, DST etc.
I am not aware of too many funding agencies from US which funds in India. NIH has a grant funding mechanism for foreign countries (http://grants.nih.gov/grants/foreign/). Welcome trust and DBT alliance (http://www.wellcomedbt.org) is also a well known re entry mechanism to India for scientists working abroad.
Developed countries giving financial aid to the developing countries for research, is known in the form of sponsorship for higher education, otherwise agencies are not much prevalent, or at least I do not know of any !
