Let me Some Questions: Does the rainfall has decreased in all regions?
Does the temperature in all parts of the world is getting warmer? Does the type of plant or animal species have changed?
For example, many of the deserts which are seen in the world were very humid in the past. Some of them have been full of water in the past. The Earth's climate has changed many times before. There have been times when most of the planet was covered in ice, and there have also been much warmer periods. so that the species of plant or animal has changed. Anyhow, If the world is getting to warmer or drier It should be a clear trend, while the weather stations in a country do not show this trend. Within a country some areas are drier and some became wetter or rainfall has become more irregular while the amount of precipitation has not changed. if we can say this subject shows climate variation within the present climate?
In response to your question "Does the rainfall has decreased in all regions?" one can say with some certainty the answer is No. The hydrologic cycle moves water from one system to another and from one physical form to another without net loss in the total. For rainfall to decrease in ALL regions it implies that an increasing amount of water is "locked up" in glacier, such as what you would expect to see during the ice age. Clearly we are not living in an ice age. A more important question to ask is the distribution of water across the globe. Where some regions experience droughts, other regions may experience floods. Therefore the concern is the shift in water distribution due to climate change.
Responding to your question "Does the rainfall has decreased in all regions?" I can answer for the Saxony county in East Germany (18.420 km²) and the border crossing area with Bohemia (about 30.000 km²), where we recently prepared a statistical climate data analysis (data base 1960 - 2010). There the answer is: yes, decreased. And yes, the temperature are getting warmer in Saxony and the border crossing area. The groundwater levels already lowered, especially in the last 10 years. This season we had winter only on the calender. If the current situation generally can be considered a climate variation within the present climate can be concluded from a statistical analysis of the variability considering also uncertainties. In Saxony it is officially considered as climate change.

Climate is always changing and always effects the weather pattern of the area. It effects the average temperature, rainfall pattern all around the world but it is not uniform. In last few decades the average temperature of earth is increasing. Climate change may also responsible for variation in living world due to adjustment to survive in this changing world due to climate change.
