Its highly likely his fortunes was decreasing in the 4 years between office. In the early 2000s it was low and Putin (or Russia) prevent ed bankruptcy-yet again. Trump Towers was available for Russian agents it is rumoured.
The Presidency has secured his fortune, and that of his family. He has made billions and America has forfeited respect in the eyes of the world.
The power and world influence of the Presidency is significantly declining.
