Late in 2012, the coastal town of Lynn, Mass., petitioned Marinetek, a Finland-based manufacturer of harbor products, to replace its aging dock systems located within the town’s seaport marina. An important question for both the town and contractor became, “Which solution will provide the durability and functionality necessary to withstand the elements and get the job done right?”
A good answer to that question would be found by performing a Life Cycle Assessment that compares different material and design options to find out which one is the most durable and, not less importantly, the most sustainable in the long term.

You are right.. comparing different material and technology will give the good answer... But did you think that precast concrete could be compatible with any weather.. ?
Basically what I think it's pointless, there should be a proper assessment to know the answer for sure. I would say no material is universally compatible in all circumstances but it's impossible to say more without better data.

The precast prestresses concrete structures with high strength of concrete can be designed in such a way that resulting stresses remain compressive through out the depth of the section. Thereby we can ensure that there is no tensile stress and no crack at all. Possiblility of ingress of hostile ions can be prevented for much longer time and also corrosion can be prevented.
Performance based designed of concrete is another area wherein precast concrete can be designed for intended performance.
