In developing countries, the conditions in the elementary schools are still far from the level necessary for a concise social development of all countries while the superior education have large amounts of funds. When the students are introduced to the formal education in the Universities they show a background defict  in math, physics, chemistry, and writing. Sites teaching English  show that even writing in mother language seems a world wide problem. In my opinion, this issue should be discussed at the level of the members of ResearchGate. I said high social society because they are the players making decisions. Thanks.
