Not familiar with the work but I would find it odd if it were either of these. When a work of fiction includes some past society or culture (even a 'what if') the work is most likely trying to draw on shared perceptions of that past society in order to make narrative shortcuts about how it will operate in the game.
For example, the original Star Wars does not borrow the trappings of Nazism and the accents of British colonialism to make any sort of meaningful commentary on either (the more recent Force Awakens does a little) but rather to tell the viewer immediately 'these are the bad guys' in the broadest and simplest terms (even the slightly deeper, but still superficial, take in the Force Awakens serves more as a way of telling the audience that there is enough nuance that Finn can be a good guy and that Kylo might have a redemption arc).
So, without being familiar with this work my first question would be what does the reference tell the player about the society in the game.

It's pretty strange to judge a game without reading it, don't you think? The game description is consistent with the game designer's concept: it is a version of Soviet development. The question is, what is the game designer's background? Does he want to feel nostalgic or think about the future of Russia?

No, but it may indicate you framed your question poorly. If someone asks is this piece of work intended to serve purpose B or purpose C and entirely ignores purpose A, and purpose A is the normal way pieces of work in that genre operate then the answer should never be to read the work, it should be to point out that the most common possibility is apparently being ignored, which is exactly what I did. I'm judging your question, which I did read, not the game.
