Depends on the publisher and on the way the author organises publication. Does he ask a bunch of publishers at the same time, choosing the one positive reply? Does he approach one publisher and then the next when the first one either turns him down or his conditions turn out unfavourable? It is very common to approach one publisher after another for two reasons: asking more at the same time is looked down upon in academia and it does not go down well with the publishers if they find out about it. Also you would usually change aspects of your manuscript according to the guidelines of every publisher, especially according to the individual ways of quoting. Naturally you would finish one mansucript and hand it in to one publisher, then work on the next manuscript and hand that one in with another. It does not seem likely to prepare ten manuscripts and then sent them to ten publishers the same day.
Anyhow, if we are talking about publishing a PhD-thesis you could get going with publication within 6-12 months time if you got time on your hand to work the manuscript and are willing to pay a sum to get it published (yes, one of them publishers). You might end up with one of them publishers who do not tend to their authors and publish a lot of books like that. Or you could go to one of the established academic publishing companies. They are choosy and you might ask many of them until you finally get a contract. Then you might have to apply for a grant for publication. This might take up to 2 years, sometimes more.
As you can see: it depends. A lot of aspects have to be taken into consideration.
